when to till in green cover crop?


Hi,

I haven't gardened in quite some time...the last year I gardened I had intended
to plant a cover crop and then till it in the following year.  My life went 
nuts,
and my beds have been sitting there for years.  Every so-often I go out and
pull weeds or work on getting out patches of grass (my yard has centipede
type grass that spreads by underground creeper) that have crept in.  I
don't remember, if I ever knew, when I was supposed to till in the cover crop.
"In spring" isn't terribly specific. ;-)

I'm reading in the archives that I should till the rye in and then do a 
soil test,
but...well...when? And how long after I till it in do I wait to do the soil 
test?
I also still need to get in there and get out some creeper grass.  Should
I dig out the rhizomes and replant with rye grass, or is it time I should be
turning it under now anyway?
