interpretation of the pumpkin weigh-Off rules


Hi
I would like an interpretation of the pumpkin weigh-Off rules.
On one site there were rules  '..The specimen must be sound, healthy and 
undamaged. Entries must be free of rot, holes/cracks through to the 
cavity, chemical residue and serious soft spots..'

I am running an AGP competition in New Zealand and want interpretation of 
this rule.
I have read articles on patching holes. 
1/ What are the general limits of patching and repairing pumpkins?
2/ Can you repair splits, if so what is an allowable filler.
If a split is patched and doesn't rot/become soft, is that OK?

Any other info would be gratefully received.
