Yes, we also have some warm weather here in Ohio.  If you think the soil is
tillable, then till it .    Adding organic matter and manures will not hurt
the soil; it will make it rich and fertile.   Adding oak leaves would
concern me a bit.   They will not break down / decompose for about a year
and they do add acid to the soil.   However, if you can till a few times,
the leaves should be chopped-up and they will help aerate your soil.   Add
a little lime after this.   You should take a soil sample to test for pH;
get a simple tester at the local garden store.   On the larger scale, have
your soil analyzed.    In summary, add everything from the kitchen table to
yard debris, to make that soil rich and loose.
