Good question!  The soil pH may change a little during the winter if it is
thawed and you get a lot of rain.  Nitrogen levels will definitely drop, but
I allow for that.  I take it in the fall and test it over the winter to make
sure I don't forget.  In the Spring it is so busy and the Soil Labs are
running behind.
