My Florida plants get this from time to time. I think it is fungal, as it 
seems to stop dead after spraying.

Are you overhead misting or sprinkling? If so, this has much to do with your 
likelihood of having the problem return.Try to water at the ground level and 
avoid getting water on the leaves or stems until this problem is gone.

Dry climates, like the Bay Area are havens for mold and fungus spores, which 
lie dormant in large numbers, waiting to come to life when water enters the 
picture.

You may want to be sure to drench the soil surrounding your plants as well as 
the undersides of your leaves.
