I agree with Vince. This most likely is Anthracnose, though I don't agree that it
only effects newer, younger leaves. The reason you may notice it there first is
probably because the older leaves have already been treated at least once and
offer greater resistance, while the younger, still emerging leaves caught between
sprays, are more vulnerable. Barb, you are correct, the disease is fungal, and
over head watering and unsanitary growing conditions worsen the condition.
