You obviously have a keen eye.  Most powdery mildew I've seen is on the
bottom side of the leaf.   Downy mildew sounds more like what your talking
about. Most sprays for PM also are good for DM.  Because of your keen eye
you caught it early.  What most growers do is make sure there plants are not
crowded and lots of air flows around which seems to help prevent these
mildews.  Try not to over head water for a while.  Its a pain in the butt
but water just the ground.  As far as cutting the flowers I would wait till
you make sure your past day 10-15 and the fruit seems to be growing well.
