Doug,
It sounds like what we call a spit bug that makes it's home in the foam, gently
wipe it with your finger and see if he is home to confirm, look around on grass
and other stems there is usually a bunch of them around.I dont think they would
hurt pumpkins,all you need to do is wipe them off if they are spit bugs.
