Yup. Thats exactly what it sounds like. Potbound and never to recover to a competitive plant. First option would be to find a local grower with seedlings he's not using....second is to start anew with new seeds but you may not have time....third is to wait it out....pinch off all the flowers and hope that the plant throws out a sidevine or a main and use that. The stump will likely never fully recover to a good root system so Id rely on a sidevine root system to power my potential fruit. As this sidevine takes root you will gradually switch over to a "stumpless" or "clone" type situation which have grown 4-5-600lbers historically.
You need to prune off all the flowers--you dont want a potbound seedling to be making babies instead of a productive vine....Good luck.....G
