First question is was the plants totally pot bound ??? Are you sure they are not chrysanthemums... Just kidding !!! If the plants were totally pot bound then they are choking themselves to try and make more root mass. The other thing and I don't want to get too deep into it because it is an experiment I am trying on my plants right now but there is a chemical change in a plant when it is in bloom and at this stage we don't want the results of the chemical change. Pinch or carefully cut off the flowers and watch and see what happens it should take off, the other thing is if that doesn't work dig them back up put them in a shallow pot with a rock and a small pagoda and train it as a bonsai, Bonsai's are cool !!!! Looks like you have the dwarfing practice down to an art HE HE HE... Well, good luck and yes you were right your plant is chemically past the growth stage get rid of the flowers and it will revert back to it then let flowers form when the plant gets closer to the size you want when July 1st comes around...
