Leaf cutters

Friday a little grasshopper-looking thing landed on one of Freckles' big
leaves and began cutting a hole, just sawing away.
Question 1. What is it?
I had just sprayed with pyrethrin.
Question 2. What works to kill it? I can't just stand there all day and
pick them off and rub them between my fingers ... unless I have to.
