I also forgot to ask if rain following a fert/insectide/ etc. spray will wash off? I have read that before.

This time of the year, disease should not be a problem. But if you are concerned and want to just make sure an application of Chlorothalonil (Daconil) is a good protestant and tends to stay on the plant if left to dry for several hours.
