yellow leaves

Hi,

We are having alot of trouble.  Our plants look like they have herbicide
damage but there has not been any used near this ground!  The leaves
are  yellow around the edges and some of the new grouth is even
shrivled. The water we use has alot of clorine ... has anyone had any
problems with that?  Any advice would be appreciated.
