Uh, those are called striped cucumber beetles. READ UP ON THOSE GARDEN BOOKS!

Cucumber beetles can spread diseases to pumpkins when they feed on them, that
is the main concern. Handpicking and Sevin should work, but make sure you
don't get any in the flowers, since you will also be killing bees! So
spray/dust in the evening when the flower heads are more closed.
