Midget pumpkins

A friend of mine is growing pumpkins down the road from me and has great
vines (15' main vine, leaves 3' tall and 2' across, plant covers about
400 sq. ft.) but can't set a pumpkin. The pumpkins are very tiny
(smaller than a pea) and fall off before the flower ever opens. Any clue
as to what the problem is?
