Hey Beth,
Your hose is absorbing heat through conduction and some radiant heat
transfer. Wrap the hose in aluminum foil, shiny side out. This will
reflect the sun's heat rays. However, the water in the hose should take on
the ambient temperature which is what you want.
I have been using sunflowers to shade my plants. Works well.
