Well, there is no such thing as "best", since each individual situation is 
different. Also it depends on what you mean by "best", in what way?
A "leaky hose" sounds like it might be a very uneven supply of water. A drip 
irrigation hose is different, since it has a controlled emission (you know 
how much water is being applied and at what rate).
Sprinkling is of course a good method, since it basically mimics rain, the 
way most plants have adapted to getting water over the last billion years or 
so. Overhead sprinkling should best be done in the mid-morning so that 
leaves dry quickly, and before pesticide/fungicide applications.
If you have a limited supply of water, drip irrigation would save a lot of 
water (less evaporation), and you can water anytime without worry of leaves 
being wet, or removing foliar sprays.
Some people might argue that overhead sprinkling is best since it mimics 
rain, and might beat more atmospheric nitrogen and other gases into the 
soil. I guess it just depends on your individual situation, and what is more 
convienient.
