Manure now?

If I were to rototill this week aged horse manure into the soil where my
plants will send out vines, and then plant seeds in May, would this hurt
the plants (be too"hot"?)
I am in San Jose, CA, if that makes any difference.
and
An organic gardener friend says use manure tea when watering during the
growing season for great healthy plants. How about that idea?
