Not always. The chemical that regulates hotness is capsacin, which is found 
in the pods and seeds. It is also important to note that picking hot peppers 
or handling them so that the sap gets onto your hands can be extremely 
painful, not only to your hands and fingers, but to other parts of your body 
you may touch...i.e., eye, any open cut, mucous membrane, etc.
