Kelp tea mix

I could not find any liquid seaweed so I picked
up a large bag of dry kelp. I put some in the soil and was planning to use some
as a foliar spray. Has anyone ever used dry kelp before and if so how much could
I use in a 45 gallon water drum. I was going to make bags out of old remay and
fill these with kelp to soak in the drums. Two weeks ago I mixed a small amount
and watered one of my potted plants and the leaves went half yellow. I have a
914 Wentzell and a 1,036 Kline plant that I have been watering with kelp in
heeted green houses for two weeks. Both plants look really strong and are
starting to vine, I would like to give them a foliar spray but I don't want to
over do it. If someone could give me a few tips on using dry kelp it would
