green and yellow

There's one more leaf now than when I last asked, but they are still
yellower than I like. Could I be over-dripping?
One of the cotyledons dried up and gone, is that acceptable practice?
Also, the surface of the soil around the plant is green and
scummy-looking. Help!
Finally, is it OK to use a garden fork on the soil around the plant, to
break the crust and fluff it up a bit?
Thanks!
