Secondarys growing straight up

Hi Everyone,

Sorry if this is a newbie question.  All of my secondaries seem to be growing almost 
straight up.  Of course then the wind wants to snap 'em off.  I am anchoring as best I 
can, but I am having a hard time convincing them to come back down to earth.  Is this 
normal, or is it just my plant?
