Debbie,
I assume the fence is for wind damage control? It would then go on the
upwind side of the patch or around the whole perimeter. It won't heat
anything but the soil near it. I think it would give you some good wind
protection.

I was wondering how long you should keep a silt fence up.  Also do you use
it as a perimeter for the patch? And is there any concern regarding the
black material and getting too warm.  I have also read about using orange
construction fence for a wind block, but is it effective with all of the
holes?
