Setting up such a project probably is not beyond your ability. It is
HTML! There are many ways to do it. Using only simplest HTML, folks
could send you the measurements and you can highlight and copy from the
e-mail to your webpage. 
  More advanced: you could provide an HTML form on a webpage and folks
would enter the data. Your program could then receive the data and
automatically enter it in a database. I have now done this, but I think
it can be done if you access to cgi-bin on your server. Luckily,
everyone in the world now has such free access at webjump.com. I have a
site there but have not used the cgi-bin.

  Someday I hope to use my webjump site for interactive teaching sites
to help kids learn genetics, etc. 
  Therefore, I would be happy to work with you in setting up your
proposed site. I need to get started using Perl and cgi-bin. WebJump
recently introduced this service and it is all free. 
  If you want we could use some space at my site for the early
experimenting and call it
http://ibl.webjump.com/growpkin.htm or what every you wish. I have
Lemay's html book which includes collecting data via cgi-bin. I also
have a Perl Development System which might be useful.
