Hi Kathie,
I'm in Ontario where it can be purchased at local garden centres and
Canadian Tire Stores. I don't know if it is banned. It's normal use, as a
systemic insecticide, is on birch trees to get rid of the leaf miners. The
package does say it is useable for the soil to rid insects and to penetrate
through egg cases. That's all I know.
