Compost Pile

Im building and "open" Compost Pile using Horse Manure, Leaves ,Straw and
Grass clippings. (Spreading everything over my planting area).
Should I Rototill it in every now and then, add lime, nitrogen, or cover it
with plastic and forget it for a while?
Haven't taken a soil test, figure I'll wait till Spring. Any suggestions?
