Over all, your soil don't look bad. Some things are bound to be in the high
or low range. Im not much of an expert on this but Im sure some others will
help. I think the organic matter could be a little higher, say 8 or 10 %. If
you add some manure and or leaf's now, it will also bring up your cec
rate.   I would shoot for a pH of about 7.0
Yes, 1.7 pounds of  nitrogen is what your test calls for along with the
potash and sulfur.  I would also get a test in spring so you can see what
has transpired over winter and then you can fine tune after that.
Remember, It's important to maintain the nutrient levels throughout the
growing season.
