As we have seen this year, a pumpkin was able to grow by taking up water and
nutrients by the tap roots alone after the stump rotted or was eaten off.
However, I think the pumpkin was already established and well on it's way. In
your situation if I had to choose, I would place the soaker hose around the
stump area. ( but not right on top of it ). Spread it out a bit so the roots
will continue to travel for water and become healthy. You may have to water by
hand for the first two weeks or so until the roots reach the moist area of the
soaker hose. At least that way, If you miss a watering schedule, ( by watering
the vine part by hand )  the main stump will still be getting regular watering
from the soaker hose.
I would try to water the stump and tap roots evenly if possible as I would say
they are equally important.
