I propose we have the GPC Steering Committee look into this issue. 
Possibly take a vote on what the growers think about the issue.  I agree
with your original post which stated base color of fruit determines the
category.  White, cream, yellow to orange are pumpkins.   If  the base
color is green then its a squash. Most big heavy pumpkins have really
light skin and have webbing that is green or as you describe green
mottle.
