I don't think this is a problem.
We got cow manure straight from the brahma fahma last week. It had already
dried and was intermingled with dirt, straw, rocks.
We assumed that it's because brahmas - and presumably other cattle - die
before ever reaching the potty training stage. They pretty much go when and
where the moo strikes them.
When this is raked up, inevitably other stuff gets raked up too, no one
being willing to pay what they'd have to pay someone to separate the wheat
from the chaff, so to speak, the glitter from the gold.
If the cow manure product works for you, use it! If not, switch to another
product.
