You're right to be upset at the poorly labeled bags.
But, at least in my case for my particular soil, I think I'd prefer the mix. ;-)

out it is 15 to 20% cow manure and the rest is composted straw and leaves.
Yesterday I forked 5 tons of smelly, mushy, incredibly hard to deal with, fresh,
just out of the cow, manure on my 2000 square foot patch and I feel good
about it. All that glitters is not gold and all that is labelled cow manure is not
just cow manure. Beware.
