changing competition rules

While the "no hole" rule seems awfully restrictive, the issue is that we
need a criterion to unambigously separate admissable from inadmissable
pumpkins. If we jettisoned "no hole", *some* rule would have to take its
place to prevent people from *justifiably* showing up at a weighoff with a
big, sloshing garbage bag containing their once-mighty pumpkin.
If you want to relax the "no hole" rule, how?
