Every weighoff or organization has their own rules,
but 2 main points of interest usually outlined
(using different wording) in the rules:
-vine must be trimmed within ~1" of stem
I believe the intent of this is to level the playing
field, so somebody doesn't enter a fruit with 2 feet
of heavy vine attached. There really isn't a rule for
too-short, only too-long.
-fruit must be healthy/sound/undamaged (no holes to inside of cavity)
I believe the intent of this is to prevent cheating
(foreign material inside the cavity to increase weight),
and to keep out obviously rotting/soft-spot fruit. (A rotting fruit
must have a hole somewhere, to have allowed bacteria
inside the otherwise "sterile" cavity.) So it's solely up to the judge
to decide whether your stem problem might be considered a
"damaged fruit".
My thinking is that as long as the judge can see that the fruit
doesn't have a hole through to the cavity, the judge should allow it,
"short" stem and all.
