Arborists use a self injecting capsule that actually has a small injection
site. They are tapped with a drill and hammer. The injection is then taken
up by absorption from the tree.
Try a livestock syringe or even a turkey marinade syringe. If the hole is
big enough you could use a masonry grout bag. It is a very durable "version"
of a pastry bag. Just some thoughts.

Maybe it came from a tree doctor (arborist). I think they sometimes give
trees shots and it seems like that would have to be pretty big.
