I start alpine seeds under fluorescent lights primarily so that I can
get them past transplanting stage before hot weather. I have found the
main thing that inhibits seed germination is too high of a temperature.
73° is the maximum, preferably 68°, except for plants such as
Dionysia that seem to germinate just hen it gets too warm to keep the
other seedlings under lights. The also reduces chance of molds and
algae.
