My sister's open-sun 3-tiered area is ready to be planned out.  I am looking
for seed suggestions for Zone 5 (central New York).  The bottom tier will
probably be veggies and herbs, some flowers.  There is a 2d tier about 10
feet in length that might be good for a splash of color, trailers or ok.  The
top will have some shrubbery and perennials, and maybe some annuals.  Any
planting suggestions?  The plot itself is 50 feet long, bottom tier aboout 4
or 5 feet wide.  

We're thinking of next year, but might start a few fall things.  Any ideas?
