Propagating balsam root


Arrowleaf balsam root (Balsamorhiza sagittata) is uncommon in the 
Black Hills where I live.  It and a relative B. deltoidea are more 
common west of me.  I have this year's seed from B. sagittata 
and I'm wondering what I need to do (and when) to get new plants 
either from seed or root cuttings.  The plants seem to have a long 
tap root as well - when is the best time to dig the root?
