Dear Sam:

I am a Zone 5 gardener, but I have experienced the same problem in the
past.  I believe your seedlings have "dampened off".  This is a disease
which occurs with overwatering and/or lack of air circulation which then
encourages a fungus to grow at the point where the stem meets the soil. 

I have found that watering from the bottom helps because then the foliage
and stem are not as wet.  (I used to mist the seedlings).  Also, taking the
lid off  of the seed tray intermittently helps.  I've heard that some
people use shredded spaghnum moss over the top of the soil after sowing. 
There are anti-fungus chemicals in the moss.  Hope this helps.
