Norway Pine

A friend of mine asked me about planting norway pine from seeds in
pinecones. I didn't (don't) know a thing about it. I did a little
reading on the internet and basically came up with:
1-take cone inside.
2-Dry for 2 or three days
3-Shake seeds out of cone
4-Plant
The cones which he's gathered and dried seem to have nothing in
them. Don't rattle when shaken as the article suggested they would. We
thought perhaps the seeds had already been shed or eaten so we went to
the tree, got some down and followed steps 1-3. Still no seed.
Can anyone provide some information.
