HI, here is the right link.  I have two and keep getting the links
confused.

Spring would be the best time.  Yes, dip it in the rooting hormone
first.  When you plant it be careful not to knock all the rooting
hormone off.

Also, try to root it in a shaded area, keep the soil moist and you may
want to place a bag around the pot for added humidity.

When is the propagation from cuttings done? In the spring? when I have

Olives are usually grown from hardwood or semihardwood cuttings.
Rooting is improved if a rooting hormone and mist is used.

You can also graft scions on small Olive trees grown from seed.  The
seed often takes a year or more to sprout and germination is sparatic.

Chips may also be cut from large trees, planted bark side up and if kept
warm and moist will grow.
