I have had good luck germinating (perennial) Scabiosa seed by inserting the
little (looks like) badminton shuttlecocks point down (wings up) and
covering with about 1/8 - 1/4 inch of fine vermiculite.  Placed on a heating
pad at 70 degrees in a cool greenhouse.
One year I collected my own seed from some beautiful, very blue Scabiosa and
was terribly disappointed that only a few sprouted.  I think my seed was not
viable even though it looked good. And, last year I was unsuccessful in
germinating seed collected from my Cephelaria gigantea (giant creamy yellow
Scabiosa-like flowers, about 6 ft. in bloom).  I intend to try again with
some seed collected by a friend in Colorado from her own plants.
