Whenever I have seeds that are erratic in germination, I "prick out" the
one or two earlybirds and plant them in a cellpack. The rest, I leave in
the flat to continue 'till they show their leaves too. I know that
sometimes this means the first ones up don't get to get to the true-leaf
stage before transplanting, but I've not had any problems with these
"preemies"
