Well, I built one last year......

cheap metal shelving unit
4 sets of double florescent workshop lights (chains included)
timer

Hubby drilled holes in shelves to hang lights from
I keep it in basement. Start seeds upstairs where it is warmer. then after
germination I plant them in flats and bring down to shelf. Keep the lights at
about 1 inch away from top of plants.
and don't forget to harden them off b4 planting outside.
u can also make a cold frame using haybales and old windows.
