Alan, 
I don't have any design suggestions but, I can suggest a way to get twice
the amount of space out of whichever plan you settle on.
You'll probably smile ... it's so simple many of us miss it until it is
pointed out :-)

Put your flats of seeds/seedlings on shifts.
12 hours of light for each shift. 

I leave my lights on 24 hours/day and check my seedlings twice a day. As I
check for germination and moisture levels I change shifts. If you're a bit
muddle headed (or have an uninitiated helper) you can always put the night
shift in black trays and the day shift in white trays.

Simple but, effective!
