Neem seed

Hi,

I planted 15 Neem seed  (Azadirachta indica) last fall. 5 germinated right
away and were transplanted into 2, 3 and 4 inch pots after they grew a true
leaf.  I experimented with different size pots - none of which seemed to make
a difference in growth. 

They grew on to about 3 inches high and most have 4 leaves,  (that growth
seemed to be normal and timely as in other plants I've grown,) but they
stopped growing a couple months ago. They looked and grew fine up to this
stage. They still look healthy but have no new growth.

I've tried different conditions such as:  wet, dry,  full sun,  shade and a
little fertilizer. 

Is this normal for Neem?  Anyone know what growth pattern to expect?
Anyone have hints on what else I can do?
