I don't know the law, but I think you are correct on needing to obtain
documentation from the USDA or someone for plants. Seeds do not have the
same kind of restrictions. Although certain plants are considered a
nuisance in certain places and anyone should check to see they are not
introducing a nuisance species into the environment. (This, of course,
would apply to locally obtained seeds as well.)
