I have always understood that you can't use plain florescent lights to grow
plants, but I've learned differently. I took a fern to work & set it up on
a filing cabinet (under flor. light). The light directly above it is a
security light & remains on at all times. This was a small potted fern with
shoots about 12-14 inches long, they are now about 5 feet long & stretching
up to the light!! This proves that you don't need a grow light.
