Hi Alison-All species peonies can be germinated the following way:

First, with a sharp knife, cut a small slice from the side of the seed.
Then, roll the
 seed around in a mixture of captan and benomyl.  Now,put them in a
sealable baggie.  Into the bag add some moistened (not wet or soggy)
sterile milled sphagnum moss.  Keep the seeds in the bag for 3-4 weeks,
opening occaisionally for some new air to get at them, and to check
moisture.  Then, refrigerate the seeds for a month or so, again cheking
for air and moisture.  Take them out again, and leave them in the warmth
- or sow them (it's easier to keep them in the bag).  If the radicle
(first root) does not show up within 1 month, put them back in the cold
for another month.  in this cold period, the seed should germinate, and
you will see the radicle.  now, put them into warmth again, and up comes
the first leaf.  good luck-
