Here in San Diego, I start seeds inside and once germinated, move them
outside to get some rain. This year the "fear mongers" said we would be
washed away by El Nino but so far I have to water every few days ( in
flats).To keep animals out I simply turn a nursery flat upside down for
the night over each flat. I don't know where you are, but it's probably
different. Good luck.
