 31 seeds germinated out of how many?
If it was out of 40 seeds that would be good but it was out of 1000
seeds--well not so good.
Solidago has small seeds and should take from 14-50 days to germinate. Start
the seeds as you say in a cool place not above F 50 and once they start to
germinate move the flat to 65F. you might want to try to freeze the seed for a
week before sowing and see if that helps. 

I cannot find a source for seeds but there are a few places that offer plants.

flowering, the flowering stalk is 1.5 ft. hgt.
